I. JOB SUMMARY

The Human Resources Supervisor leads all Human Resources (HR)activities for the agency. This position will serve as a leadership team member and collaborate with other senior leaders and executives to complete root-cause analysis and other problem solving activities to identify effective correction actions and process improvements as well as take the lead on accreditation preparation and surveys.

II. DUTIES & ESSENTIAL JOB FUNCTIONS

  • Provide direct supervision for positions within the administration department (HR Coordinator, HR Generalist, and Administrative Assistant).
  • Develop and implement HR policies and procedures and Talent Management Plan; facilitate cross-department collaboration, operational delivery and training across the agency.
  • Consults with all levels of management to provide human resources expertise in all aspects of the human resources function including employee relations, benefits, full cycle recruiting and onboarding, workers compensation, discipline, etc.
  • Maintain and update agency policies, ensuring compliance with legal and regulatory requirements.
  • Monitor the preparation and processing of bi-weekly payroll; track and deduct all garnishments and other special payroll deductions.
  • Serve as primary liaison with benefit administrator and oversee agency wide benefit implementation.

III. BASIC COMPETENCIES

Education and Experience

The HR Supervisor will have program evaluation experience and knowledge and be able to advise the CEO and the Leadership Team.
  • Bachelor’s degree in Social Work, Psychology, Public Health, Business or Public Administration, or a job related field.
  • A minimum of five years of professional nonprofit experience, with at least three as a senior manager, preferably in the non-profit field.
  • Must meet the State’s Moral Character standard.

Some Knowledge of:

  • Principals and Practices of Human Resources 
  • Data analysis/analytics and outcome reports.
  • Strategic planning.
  • Accreditation with COA.
  • Understanding of child caring institutions and/or child placing agencies.
  • Strategic and tactical planning.
